CEO & Founder

Willie Shutter is the CEO and Founder of Tramp GPS, dedicating his focus full-time to leading the company after a prominent executive career across the high-voltage utility sector. Bringing 18 years of high-stakes experience as an active lineman, Willie’s deep field foundation includes completing three separate, rigorous apprenticeships before transitioning into enterprise leadership and global emergency response. His executive background includes serving as the CEO of Primary Source Electric (PSE) and Director of Operations for Elecnor Energy Services, as well as holding the role of Chief Operating Officer (COO) for both I.B. Abel and Superior Utility Services. He recently stepped down from his executive role at Superior Utility Services to commit entirely to the growth and scaling of Tramp GPS.

Beyond his corporate oversight, Willie spent seven years specializing exclusively in large-scale, international power restoration projects, managing complex grid recovery operations across the United States, the Virgin Islands, and the Philippines. A passionate advocate for the trade, he is a prominent author on Storm Resource Logistics and a champion for the Lineman Legacy Act, pushing for lineworkers to be officially recognized as emergency first responders. As full-time CEO, Willie channels this unique matrix of corporate mastery and real-world field expertise into Tramp GPS, turning the logistics of storm-chasing, dispatch, and communication into a seamless digital ecosystem for the modern tradesperson.

With over 25 years of boots-on-the-ground experience and corporate oversight in the electrical trade, Joe brings an extraordinary wealth of industry knowledge and emergency logistics expertise to Tramp GPS. Joe began his career on the utility side as a lineman for National Grid, mastering high-voltage infrastructure, before transitioning to the contractor side and joining the brotherhood of IBEW Local 1249 in 2017.

Joe’s extensive background seamlessly bridges critical field work with high-level enterprise leadership. He previously served as the Director of Primary Source Electric (PSE), and has commanded massive emergency logistics and restoration efforts as a Storm Manager for both Divergent Alliance and Praxel. Throughout his quarter-century on the property, Joe has engineered real-world solutions to the exact tooling, dispatch, and communication challenges that crews face during major grid events. As President, he leverages this unique combination of corporate oversight and hands-on storm-response management to ensure Tramp GPS remains the premier digital tool for tradespeople across North America.
